Putin only said he had weapons he needed without specifying what weapons. They could be chemical weapons such as nerve agents because that would leave Ukraine inhabitable once the chemicals dispersed.
Putin has already used nerve agents on his opponents, and the fact that using chemical weapons contravenes international law never stopped Syria from using chemical agents.
While I have previously thought Putin meant nuclear weapons when he threatened more deadly weapons, I now think he plans to use chemical nerve agents.
